  • China’s 11th Five-Year Plan: Opportunities and Challenges for Hong Kong

    Hong Kong has played a leading role in terms of foreign investment, trade, financial and logistics services in the rapid economic growth of mainland China during the past two decades. However, the leading position of Hong Kong in China has recently been challenged by the increasing global integration of China and emerging cities such as Shanghai, Guangzhou and Shenzhen. China.s source of foreign investment has been diversified. China has also changed from a position in shortage of capital to one of abundance. All these developments raise serious questions about the future role of Hong Kong in economic development in China. This study attempts to assess the changing role of Hong Kong in the Greater Pearl River Delta and China in general. The focus will be the consideration of risks and trends of marginalization of Hong Kong. It will also highlight Hong Kong.s continuing strengths and how they can be consolidated.
    There are five main objectives in this research, (1) to assess the overall development context of China and its implications for Hong Kong; (2) to review major features of the 11th five-year planning of Shenzhen, Guangdong and China; (3) to assess the current economic relations between Hong Kong and China, especially Shenzhen and the Pearl River Delta (PRD); (4) to analyze the planned infrastructure developments such as seaports, airports, railways and highways in Shenzhen and the Pearl River Delta; (5) the traditional strengths of Hong Kong will be identified and examined. The project will examine the degree of marginalization, if any, of Hong Kong. (SS05413)


  • Developing China's West: A Critical Path to Balanced Natural Development

    This is a major book project that attempts to document, evaluate and analyze China's new policy initiative to develop its Western again. It involves the participation of about 30 authors from Hong Kong and Mainland China to examine the challenges and opportunities of this new policy from a range of prospectives. It will follow a similar format to the previous volumes that the principal investigator has edited and published by The Chinese University Press. It is expected that the new book will have a large impact on academic and policy formulation. (SS00566)


  • Hong Kong and the Western Pearl River Delta: Cooperative Development from a Cross-Border Perspective

    The objectives of this research project are to assess the development strengths and constraints of various cities in the Western Pearl River Delta (PRD), to analyze the local government strategies towards the region and their policy impact on Hong Kong, and to assess the potential and constraints for further enhancement.
    The study will entail a comprehensive analysis of the economic growth, manufacturing strength, export performance, etc. in various cities in the Western PRD. It involves a thorough analysis of development plans and an assessment of their compatibility or conflicts. Two field studies and visits will be required in the conduct of this research project.   • Inter-City Competition and Cooperation between Hong Kong and Shenzhen in the 11th Five-year Plan Period

    While Hong Kong and Shenzhen compete m some areas, inter-city cooperation has become an important strategy for the governments of both cities. However, the current status of inter-city relationship is not satisfactory. Governments in both sides have failed to identify and match areas for suitable cooperation. The project will develop a conceptual framework of inter-city competition and cooperation in a unique institutional context of “one country-two systems” in Hong Kong and Shenzhen. One important question to be addressed is how the unique institutional context of “one country-two systems”, CEPA and market economy affects inter-city competition and cooperation. A common governance framework for Hong Kong and Shenzhen relations will be established. Through fieldwork, interviews and surveys, this research will assess the urban development strategies and the position of inter-city cooperation in two cities. Is there any room for cooperation when two cities compete in many areas? The needs, benefits and concerns of Hong Kong and Shenzhen sides will be analyzed. Policy suggestions will be proposed regarding what Hong Kong government can do to handle inter-city competition and break the bottlenecks of inter-city cooperation. (SS07952)

    Project Objectives
    Overall Objectives:
    - To conduct a sustainability study in order to make the Yau Tong Bay Development into a model for sustainability.
    Specific objectives:
    - To review the EIA report of the proposed reclamation and Yau Tong Bay Development in the light of sustainability concept
    - To develop sustainability framework and action plan for construction and operation phases of the proposed reclamation and development
    - To performance independent checking/audit of implementation of the sustainability action plan
    - To recommend any additional works for attaining the goal to making Yau Tong Bay Development a model for sustainability
    Deliverables
    - Workshop Plan: We will prepare a workshop plan in liaison with the Client, including venue, programme, logistic arrangement, list of intended participants and key issues to be addressed. Briefing notes and presentations will be prepared by the Consortium and/or their consultants
    - Stakeholders Workshop: We will host the workshop at the Chinese University of Hong Kong and facilitate discussions and consensus building
    - Summary Report of Workshop Findings: We will prepare and circulate the finalized summary report to all workshop participants
    - Sustainability Framework: This will include the sustainability themes identified and agreed by the multi-stakeholders, the sustainability checklists for project implementation and the goals, actions and targets identified during the development of the sustainability themes.
    - Sustainability Action Plans for Project Implementation: Sustainability action plans for the implementation work packages during various phases such as reclamation, land remediation and development will be developed. The timing of this deliverable however is subject to the decision on the project implementation and hence cannot be determined at this stage
    - Independent checking reports: We will report on the success/failure of implementation of the action plan and recommend remediation if necessary. The submission schedule will be determined when the construction and operation programmes are better known. (SS04844)
