  • Fifty Years of Public Housing in Hong Kong

    The objective of this research project is to prepare a definitive and authorative book on Hong Kong government.s involvement in public housing between 1953 and 2003. It will mobilize the best available scholarly expertise and proportional experience in Hong Kong for the task. It aims to be comprehensive in covering all major aspects of public housing over the past half century. It aims at producing a book that will remain a standard reference for many years to come. The book comprises 20 chapters, with contributes drawn from tertiary institutions and the professions concerned. (SS01633)


  • Formation of Political Culture and Democratization: The Case of Hong Kong

    This project is designed to study the formation of political culture in the context of democratization. In Hong Kong where democratic reforms are yet to be completed, there are hardly and established democratic beliefs to be transmitted from one generation to the other through socialization. A democratic culture has to be learned afresh by means of other modes. Among various modes of political learning, we are particularly interested in whether the mass protest of July 1, 2003 constitutes a dramatic trigger event that has led to the transformation of the people’s attitudes towards democracy in general and election in particular. A panel design will be used to compare the findings of the current project with those of another survey conducted in 2000. The comparative findings are theoretically significant for the installation and consolidation of democracy in non-Western societies, as democratization involves both an institutional and a cultural dimension and for democracy to work, the institution must be congruent with the culture.   • Hong Kong People’s Attitude toward Living and Working in Mainland China

    In recent years, more and more Hong Kong people go to mainland China to buy properties and to work there. The trend accelerates Hong Kong-mainland integration on the one hand and creates pressures on Hong Kong.s property market on the other. It also poses challenges to the government.s housing policy and labor policy. The objective of this study is to systematically examine the Hong Kong public.s attitude toward living, buying properties and working in mainland China by means of telephone survey. The results of the survey will provide an important scientific basis for more accurately assessing the future dynamics of Hong Kong.s population, property market and job market. Such assessment is crucial for the government in formulation its housing policy, labor policy, and other social services policies. (SS01882)


  • An Inventory of Social Conflicts in Hong Kong: 1996-2002

    (2) a study on the origins, dynamics, patterns and trends of these events; and

  • Public Perceptions of Social Welfare in Hong Kong

    This project examines subjective social welfare outcomes, instead of state expenditures or social policy programmes, in the assessment of a welfare system. Social welfare, as a social policy ensuring the well-being of its people, has been confusing and has never led to clear choice-making for the people. Its meaning, intent and ideology are subject to interpretation and are the centre of debate for state provisions. Building upon prior research, this project is designed to systematically examine Hong Kong’s public perceptions of social welfare. We will focus on identifying a system of social values that underpins Hong Kong public perceptions and attitudes toward social welfare. We will also examine whether public perceptions are affected by social, economic and political changes, in addition to basic socio-economic and demographic variables of respondents. The project and the data it generates from a large household survey will be valuable to the social development of Hong Kong because public opinions are an important source of political legitimacy for social policy, social welfare and other state provisions. They are especially important in an era of change when timely information and empirically generated knowledge become the basis for new changes and new direction for social development. (CU02237)


  • Social Value, Societal Change and Perception of Social Welfare - An Extended Study of a RGC Project

    The primary objective of this study is to assess the public’s perception of social welfare and social welfare outcomes, using a telephone survey approach. This study is expected to generate a set of indicators of social welfare outcome which will have important implications for social welfare policy-making. It will also contribute to a more systematic understanding of public perceptions of social welfare in Hong Kong, their underlying ideologies and the effects of societal changes on them. As an extended study of a RGC project, it will serve as a pilot study of the major instruments to be used in the RGC project. The findings of this study will be compared and triangulated with data collected by a household survey in the RGC project. (SS02624)


  • A Study on Social Enterprises in Comparative Perspective

    The research project compares the development of social enterprises in different countries and sees how relevant their experiences are to Hong Kong. Since the 1990s, social enterprise has emerged as an institutional innovation primarily to alleviate the problem of social exclusion caused by long-term unemployment. There are initiatives in many developed countries in the hope that social enterprises can fill the void left by the state/market failure in terms of providing employment opportunities for these marginalized groups. The project is divided into two stages. The first stage involves a descriptive overview of social enterprise development in the US, the UK, Italy, Sweden and Taiwan within a comparative framework inspired by the welfare regime literature. The second stage involves more in-depth, theory-driven comparison of how social contexts vary to affect 1) the scale and scope of social enterprise development and 2) the level of success of social enterprise development.
