    In recent years, Hong Kong has witnessed a rapid upsurge of libel suits against media organizations, which were filed by private individuals, commercial concerns as well as fellow media outlets. While freedom of expression and of the press have been struggles by the people and the news media against the government suppression at different times and in different places, the large number of defamation suits in the past few years suggests that the greatest threat to press freedom in Hong Kong probably comes from within the media industry when media organizations are engaged in civil cases against one another. This study will be the first attempt in the history of Hong Kong to systematically document and analyze all the libel suits involving media personalities and organizations that took place in the past 50 years. Specifically, this project intends to examine the followings:
    (1) what aspects of the Defamation Ordinance and relevant case law were violated,
    (2) how the courts interpret such laws and ruled regarding such violations,
    (3) what justifications and defense were raised by the defendants,
    (4) how were damages awarded by the courts and why, and
    (5) what aspects of freedom of the press and of expression are affected by such decisions.
    To bring a historical and comparative perspective to the Hong Kong expereince, case laws in the United Kingdom, the United States, Singapore, Malaysia and some Chinese communities with common law jurisdiction and traditions will be examined. (SS01316)

    Chinese Culture On Net Foundation

    This is a survey research designed to scale the landscape of various aspects of Chinese culture amongst primary school pupils. A multi-stage cluster sample of about 1,800 pupils from 9 schools on Hong Kong Island, Kowloon Peninsula and the New Territories will be drawn for such test. The landscape of Chinese culture is defined as awareness, understanding and appreciation of the history, artifacts, traditions, inter-personal relationships, religion and philosophical thoughts and life-styles.
